A: The situation described was probably caused by either of the following:

• An oil based paint was applied, which will deteriorate, becoming flaky and brittle.
• An acrylic based paint was applied to a contaminated (either oily or greasy) surface.

The correct application would be an acrylic based paint applied to a clean rock/mortar surface. To attain a clean surface, I recommend water blasting to remove completely all existing paint, acid etching (using a muratic acid or comparable), then applying the Acrylic based paint.
